Operational level wargame on Hogen and Heiji rebellions during Japanese Heian period.

This game include two scenarios for each rebellion and two type campaigns for combined rebellions.
A "gunki" is a war story (https://en.wikipedia.org/wiki/Gunki_monogatari).
Kiyomori is a famous Heian period person.
The game map covers city of Kyoto for movement and combat. It also includes main part of Japan for reinforcement march.
Each unit represents a lord (daimyo) or samurai warriors (retainers). All units has a battle rating and belong to one of the four clans. The clan is affect for unit activation and special ability. Certain lords (daimyo) have also special abilities.
Players control one side of each rebellion. Most side contains more than one clan.
Each turn players determine active clan by die roll. Activated unit are flipped down at end of their activation. So each unit can only activate once per turn, but Fujiwara clan's special ability allows them to reactivate flip down units.
Winner is determined by several victory condition per scenario. For example, elimination of highest lord, occupation of important areas, etc.
